Consultancy to Support English Systems Reform in Occupied Palestinian Territories
The British Council in the Occupied Palestinian Territories (OPT) has signed an agreement with the Palestinian Ministry of Education and Higher Education (MoEHE) to work together on a comprehensive reform agenda for English language teaching and learning in primary and secondary school.

Role overview
Through this RFP, we are seeking a team of consultants to work closely with teams at the MoEHE, drawing on their knowledge of the local context and subject matter expertise, to conduct the initial review stage of this reform project. The supplier will be responsible for leading working groups to ensure that a small cross-section of relevant education stakeholders are involved and engaged throughout the project. This stage will consist of reviewing the following by the end of March 2025:
- Policies related to English language teaching and learning
- The English curriculum document
- All student and teacher course books for grades 1-12
- A sample of supplementary material used by teachers for grades 1-12
- Recent standardised assessments
- A sample of teacher-designed assessments
- Classroom practices
- Teacher training materials
- Teacher supervision or evaluation-related documents
- Current knowledge, skills and experience of teachers and supervisors (including pedagogical knowledge and language skills)
The Supplier will be expected to produce detailed reports with recommendations and suggested mechanisms and processes to enable the implementation of the recommendations. There may be the opportunity to extend the work to cover later stages of the reform project implementing some of the recommendations for a period of up to 4 years. However, this will be reviewed on an annual basis by the British Council project team and cannot be guaranteed.
